POSITION TITLE: Accounting & Finance Manager

REPORTS TO: Chief Financial Officer
POSITION SUMMARY: Assists with planning, organizing and supervising the District's financial accounting and reporting functions; provides assistance to the Chief Financial Officer in a variety of fiscal management assignments.
ESSENTIAL FUNCTIONS:
- Analyzes financial information for the purpose of identifying potential budget variances, compiling statistical information, developing procedures, and conforming to established financial practices and regulatory requirements.
- Assists auditors for the purpose of providing requested supporting documentation, information on internal processes, and/or coordinating activities in support of the audit process.
- Attends meetings of the Board of Education, as required.
- Collaborates with other administrative personnel and/or outside agencies (e.g. district personnel, community organizations, etc.) for the purpose of implementing and maintaining services and/or programs in accordance with established financial policies, practices, laws and/or regulatory guidelines.
- Compiles statistical and financial data for the purpose of providing third-party reporting, developing budget recommendations, providing financial summaries to other personnel, and/or ensuring compliance with established guidelines.
- Coordinates a wide variety of accounting projects (e.g. database development, annual budgets, grant reports, etc.) for the purpose of providing required guidance and support.
- Develops reporting processes, procedures, and internal controls (e.g. fixed asset policy, state regulations and requirements, etc.) for the purpose of maintaining the efficient flow of financial processes.
- Facilitates department meetings and may participate in district and community meetings (e.g. financial procedures, regulatory requirements, interdepartmental needs, etc.) for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.
- Implements accounting procedures in accordance with Board Policy for the purpose of providing internal financial controls throughout the organization and ensuring compliance with established accounting practices and all applicable regulatory requirements.
- Manages district funds for the purpose of meeting monthly cash flow demands and maximizing reserves through strategic investments.
- Monitors expenditures against budget and/or a wide variety of account information for the purpose of ensuring the accuracy of reported information, availability of funds, and compliance with established financial guidelines and program policies, practices, and regulatory requirements.
- Assist with the preparation of the schedules for the Annual Secretary of the Board Report (ASBR).
- Prepares financial reports for the Board of Education.
- Provides technical expertise and direction to staff and administration regarding accounting issues and related financial activities for the purpose of conveying pertinent information regarding the organization’s financial operations and ensuring compliance with established policies, practices, and regulatory requirements.
- Assist with year-end closing activities.
- Recommends policies, procedures, and/or actions on issues that relate to financial operations for the purpose of providing direction and/or making decisions for the district.
- Reconciles fiscal information and account balances for the purpose of verifying accuracy of information, maintaining accurate balances, and complying with accounting practices.
- Researches a wide variety of financial and administrative topics for the purpose of providing information and/or recommendations that impact the organizations operations.
- Responds to inquiries from a wide variety of internal and external sources (e.g. staff, insurance companies, government agencies, etc.) for the purpose of providing information, direction, and/or appropriate referrals.
- Supervises the reconciliation of payroll records for district
- Assists with the onboarding process and assists with ensuring proper documentation and accounting with new hires and transfers
- Trains department staff regarding proper accounting practices to ensure compliance with the fund account and generally accepted accounting principles.
- Assists with supervising and evaluating department staff.
- Other duties as assigned by the Chief Financial Officer.
ESSENTIAL SKILLS AND ABILITIES:

- Ability to effectively present information and respond to questions from administrators, staff, and the general public both verbally and in writing.
- Ability to add, subtract, divide, and multiply in all units of measure consistent with the duties of this position.
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations consistent with the duties of this position.
- Ability to interface effectively with other departments, school personnel, staff, community members, and business contacts from outside of the District.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Ability to accurately perform assigned tasks.
- Ability to perform duties in full compliance with all district requirements and School Board Policies.
- Ability to promote harmonious working relationships with and among staff and outside representatives.
- Understanding of public school finance and related school law.
BASIC REQUIREMENTS:
- Bachelors of Accounting or related field preferred.
- Minimum of three (3) years’ experience in accounting or related field.
- Experience in school district or public accounting preferred.
- Experience in administrative or supervisory capacities preferred.
- CPA licensure preferred.
WORK ENVIRONMENT:
The work setting involves performance in an environment with various levels of staff to supervise and the accomplishment of tasks that are often interrupted by persons with special and/or immediate needs. The employee must be able to regularly work nontraditional hours, including evenings and weekends. While performing the duties of this job, the employee is regularly required to stand, walk, sit, talk, hear, and utilize manual dexterity. The employee is occasionally required to reach with hands and arms, to stoop, kneel, crouch, or crawl, and to lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, the ability to adjust focus, and depth perception. Requires the ability to handle multiple tasks with frequent interruptions and ability to work in noisy, stressful, and crowded environments. The employee must independently transport him/herself to various sites in the District as well as other sites out of the District as necessary to fulfill job duties.
